description This article seeks to understand the scale of vulnerabilities put in place by the State in its management of slums and the migrants who inhabit them, and to question how a gendered order plays into this hierarchy. The analysis is based on an eight-month-long ethnography in a Seine-Saint-Denis slum, realized in 2018, and the participation observation of this slum’s destruction at the end of October 2018. On the day of the eviction, the difficult access to emergency housing for the inhabitants of this slum must be understood in light of both the stigma and differential treatment of those perceived as Roma, and gender. The acknowledgment of vulnerability is organized around the principle of “women and children first” (Fassin and Rechtman, 2007): the gender system assigns more parental responsibilities to women, and through the desire to protect children, the State also protects the women who care for them.
