Leaders and managers, based on their perceived necessities, determine the priority of the organization's activities and, in this regard, put the all resources of the organization in a same purposeful direction. The advice of thinkers is the balanced development of an organization, but organizations are required to adopt a strategic orientation according to conditions. The purpose of this descriptive study is to determine the strategic orientation of AJA University of Command and Staff in the last three periods. For this purpose, the performance of commanders in the three recent periods (2003-2005, 2005- 2010, 2010- 2015) was evaluated based on the BSC model and 59 indicators were investigated to measure the dimensions of growth and learning, internal processes, stakeholders and financial and the results were analyzed based on the results of these measures. The results showed that in the first period of strategy, stability and emphasis on preserving the current situation, the strategic orientation was dominant, and internal processes were the priority of the attention of the commanders. In the second period, the commanders sought to exit the strategy of defense and stability in some aspects, but in practice, the strategy of stability continued to dominate most of the university's activities during this period. In the third period, the statistics indicate that this period is the period of development of organizational, human, information, equipment and infrastructure resources at AJA command and Staff University, and the governing strategy at the University during this period is the strategy of growth and development.
