Unit analisis penelitian ini yaitu teks berita dari sejumlah portal berita (selama 2017) yang menyajikan pesan-pesan politik terkait permasalahan tumpang tindihnya regulasi di Indonesia. Permasalahan ini penting diteliti mengingat regulasi menyangkut pelayanan dan kebijakan pemerintah terkait pembangunan. Metode yang digunakan analisis wacana Teun van Dijk pada struktur wacana tertentu. Tujuan penelitian untuk mengetahui: 1).Siapa saja komunikator politiknya? 2).Seperti apa pesan yang disampaikan? 3).Berapa banyak regulasi bermasalah? 4).Apa penyebab munculnya permasalahan regulasi? 5).Regulasi apa saja yang bermasalah? 6).Bagaimana dampak dari masalah regulasi? 7).Bagaimana pemerintah mengatasi masalah tersebut? 8).Apakah kira-kira tahun 2018 semua masalah regulasi bisa dituntaskan? 9).Bagaimana keterkaitan komunikasi politik ini dengan konteks pembangunan dan komunikasi pembangunan? 10).Apa saja makna dibalik wacana ini? Dari hasil penelitian disimpulkan: 1).Komunikator politik dari kategori politisi, terutama Presiden lebih mendominasi pemberitaan daripada profesional dan aktivis ; 2).Pesannya beragam tapi yang terpenting yaitu upaya mengatasi permasalahan regulasi; 3).Ada 42.000 regulasi potensial bermasalah di Indonesia; 4).Masalah regulasi muncul karena pembuatannya tidak memperhatikan efektivitas; 5).Permasalahan regulasi terjadi pada berbagai sektor/bidang; 6).Masalah regulasi menimbulkan beragam akibat negatif di lapangan; 7).Mengatasi masalah regulasi dilakukan dengan cara reformasi regulasi, penataan regulasi, perampingan regulasi, atau deregulasi; 8).Kemungkinan tidak semua masalah regulasi bisa tuntas tahun 2018 ini; 9).Komunikasi politik tentang masalah regulasi ini terkait dengan konteks pembangunan dan komunikasi pembangunan; 10).Terdapat makna dan citra yang ingin dibangun Presiden dibalik wacana ini.

This study wants to analyze various news texts that are published in certain news portals (online media) throughout 2017. Since the unit of analysis is limited, the research questions in this study are: (1) who is the political communicator; (2) what kind of message is delivered; (3) how many regulations are problematic; (4) what causes the emergence of regulatory issues; (5) what regulations are problematic; (6) how the impact of that regulatory issues; (7) how government overcame the problem; (8) whether all the regulatory issues can be solved by 2018; (9) how political communication interrelated with development and development communication; (10) what are the meanings that can be revealed behind this discourse. The method used in this study is the discourse analysis adopted from Teun van Dijk on certain discourse structures. The results of this study shows: (1) Political communicators that involved come from the category of politicians, especially the president, which more dominating the news than professionals and activists; (2) the message varies, but the most important is the effort to overcome the problem of regulation; (3) there are 42,000 regulations that potentially cause problems in Indonesia; (4) regulatory issues arise because their publications do not pay attention to effectiveness; (5) regulatory issues occur in various sectors; (6) regulatory issues bring about various negative consequences in the field; (7) overcoming regulatory problems is done by regulatory reform, regulatory regulation, downsizing of regulations, or deregulation; (8) not all regulatory issues can be resolved by 2018; (9) political communication in the context of regulatory issues related to the context of development and development communication; (10) there are meanings and images that the president wants to build behind this discourse.
