Description
Summary:
The present paper discusses the introduction of a new and atypical function for the Romanian administrative system, namely the public administrator. Inspired from the American city manager, the public administrator was created in order to increase the professionalism in local government, thus having as a direct consequence the increase of the local administrative capacity. Therefore, the article tries to asses if the public administrator is similar to the city manager or not, focusing on several dimensions for the comparison. The comparative effort was faced with two main limits: the early stages of the implementation of this position within the Romanian administrative system and the heterogeneous character of the city manager in the American system. The main conclusion is that the Romanian administrator is not similar to the American city manager and that such assimilation is incorrect and undesirable.
