| description | The objective of this article was to characterize the socioeconomics of the Território da Cidadania Noroeste Colonial from Rio Grande do Sul State – Brazil and to evaluate the levels of institutional participation and social management in the scope of the relations between institutions in the Colegiado de Desenvolvimento Territorial. It was intended, therefore, to identify if the actors are able to lead the process of territorial development planning. Socioeconomic characterization was performed through descriptive statistics and graphical analysis and the levels of institutional participation and social management were measured through the Exploratory Factor Analysis. A fundamental component of the research, with a focus on citizenship, was the search for information and dialogue with political society and civil society, as well as their understanding and involvement with the territorial development and sustainable development policy. The survey was carried out in 21 of the 34 municipalities of the Territory in question. As a participating public, 116 people were members of entities such as the Municipal Development Councils (Comudes), which is composed of both public officials and entities and Civil society in each municipality. Among the main results, we highlight the existence of socioeconomic asymmetries between the municipalities of the territory and the emergence of a high level of awareness and engagement around territorial development policy. |
