Summary:This paper analyzes the dynamics of innovation in a wine local system, emphasizing the paper of the regulatory organisms of Protected Designations of Origin (PDO) that guard over the protection of his singularity, as an important element of the local innovation system. Across his paper in the innovation it tries to be analyzed in that measured the collective action developed by PDO represents a response adapted to the competitive requirements raised to produtive local systems for process of globalization and scientific-technological revolution that crosses the wine industry. From this perspective, we want to research if the accomplishment of an Inquiry of Identification of Technological Needs can suppose an effective instrument for the strategic orientation of relations of cooperation between local actors, that it strengthens the competitive capacities of PDO. The central core of this empirical analysis is based on an in quiry between cellars of the PDO "Rías Baixas" (Galicia, Spain).
