description The commemoration of 200 years since the birth of the unpowered ruler Alexandru Ioan Cuza, is a happy opportunity to recognize the life and creative activity of the great ruler in the service of the country and of the great modernizing transformations of the Romanian state in the second half of the 19th century, the unification of the Romanian extra-Carpathian principalities Moldova and the Romanian Country under the authority of Cuza Voda, by far, constituting the beginning of the Romanian efforts for the fundamental restructuring of the medieval society and development on the capitalist path of the country. Considering that in the process of uniting the two principalities the decisive role was held by, first of all, the Ruler Alexandru Ioan Cuza and the Central Commission from Focșani, as the first unitary political institution for both principalities, we appreciated these two institutions: the Dominion and the Central Commission from Focsani as the main, basic pillars of the achievement and then the recognition by the European guaranteeing powers of the "union of the little one". For these reasons, for our communication we focused as much as possible on the limited number of pages, of course, on the life of the future ruler as he was, with his good and bad. Likewise, the activity of the Central Commission from Focșani, has been subjected to a thorough analysis, starting from the special role reserved for its legislation and not only for creating those political and administrative unitary units. The relations between the Ruler and the Central Commission, no matter how they were and how they were, we also tried to elucidate through our communication. The conclusions drawn from the study we consider can be very topical and would not hurt to be on the working table of our politicians, faced with such a wide range of legislative concerns.
