description This article explores denationalization in Africa (which some authors refer to as “destatization”). It is the process through which the State loses its power to private, civil and community actors both locally and internationally. To document how this happens, we revisit the trajectory of the World Bank’s urban interventions which induced institutional building in Senegal. As the resulting local institutionalization highlights the denationalization process, it illustrates the contribution of two factors, one promoting the emerging transformative paradigms of systems from the outside and the other incubating them at the local level. Based on this analytical framework, we reexamine the context within which these actions are implemented, mechanisms are managed and strategies are operationalized. If, from a theoretical analysis bent, denationalization gives rise to anew model of governance, this will lead to a cycle of actions which are well guided and grounded, very provocative and tactfully induced.
