Summary:Background. This article evaluates the systematization of the analysis of assessment methods and the impact of economic activities on the development of scientific and technical potential of organizations in the industrial sector of the economy. Methods. Scientific works of foreign and domestic scientists in the field of scientific and technological development and structural modernization of the economy, assessment of scientific and technical potential, regulatory legal acts and program and strategic documents for the development of the Russian economy. Results. In the course of the study, all subjects of the Russian Federation were grouped into groups depending on the effectiveness of the introduction of innovative components into management processes and technological processes that contribute to the achievement of advanced rates of socio-economic development and the growth of innovative trends in the modern economy. Conclusions. Based on the results of the study, approaches and more effective directions for improving the methods of assessing the scientific and technical potential of industrial complexes in the conditions of digitalization were proposed, and a system-balanced model for implementing the mechanism of strategic management of sustainable development of the industrial territorialindustrial complex was developed.
