| description | Background. Today, the fight against crime is reaching a new level, facing new challenges, threats and risks. In this regard, the role of coordination and interaction of variоus law enforcement structures is increasing. At the same time, the Federal Penitentiary Service and the Ministry of Internal Affairs of Russia are important law enforcement agencies. Therefore, their interaction in the fight against crime is an important area of interagency cooperation between law enforcement agencies. So, the main goal of the Ministry of Internal Affairs of Russia, the police is to prevent and solve crimes, and the Federal Peni-tentiary Servicehas as its main task the correction of those convicted of various crimes. In this regard, the interaction of these departments makes it possible to prevent and profiling crimes in places of deprivation of liberty, to increase the efficiency of activities to correct convicts, and to take more effective steps to prevent crime in general. Interaction is considered as a universal category used for many spheres of human activity. In general, this term refers to the mutual influence of various subjects on each other or the joint activity of these objects to achieve common goals. It is the interaction of elements that is a necessary guar-antee of the survival and development of any system. This fully applies to such a sphere as law enforcement. At the same time, it should be noted that the interaction between the Ministry of Internal Affairs of Russia and the Federal Penitentiary Service needs to be further improved. It is necessary to expand and supplement the legal and regulatory aspects of interdepartmental interaction (a number of legal acts in this area need to be supplemented, new ones need to be adopted), as well as to improve the organizational, managerial and methodological side of the interaction of these law enforcement structures. The purpose of the study is to develop directions for improving the interaction between the Ministry of Internal Affairs of the Russian Federation and the Federal Penitentiary Service of Russia in the fight against crime. Materials and methods. The implementation of research tasks was achieved on the basis of an analysis of the positions of some scientists who study the organizational and legal foundations of interaction between the Ministry of Internal Affairs of the Russian Federation and the Federal Penitentiary Service of Russia in modern conditions. The methodological potential includes methods of comparative legal and historical legal analysis, which allow us to compare the approaches and features of interaction between the Ministry of Internal Affairs of the Russian Federation and the Federal Penitentiary Service of Russia in the fight against crime. Results. The problems of interaction between the Min-istry of Internal Affairs of the Russian Federation and the Federal Penitentiary Service of Russia in the fight against crime in modern conditions are studied, the issues of development and improvement of legislation in this area are identified, attempts are made to solve the problems of interaction between the Ministry of Internal Affairs of the Russian Federation and the Federal Penitentiary Service of Russia. Conclusions. It is concluded that the interaction between the Ministry of Internal Affairs of Russia and the Federal Penitentiary Service needs to be further improved. It is necessary to expand and supplement the legal and regulatory aspects of interdepartmental interaction (a number of legal acts in this area need to be supplemented, new ones need to be adopted), as well as to improve the organizational, managerial and methodological side of the interaction of these law enforcement structures. It is proposed to develop interaction between the Ministry of Internal Affairs of Russia and the Federal Penitentiary Service in the following areas: a) improving the interdepartmental work of the Ministry of Internal Affairs and the Federal Penitentiary Service of Russia, aimed at depriving the convict of an objective opportunity to commit a crime; b) improvement of joint operational and preventive measures; c) development of joint activi-ties of the psychological services of the Ministry of Internal Affairs and the Federal Penitentiary Service of Russia; d) improvement of information interaction. It is no less important to develop and improve the tactics and strategy of interdepartmental interaction, this is what its effective implementation depends on. The development of forms and methods of joint operational-search and preventive work requires special attention. Thus, it is clear that the interaction between the Ministry of Internal Affairs of Russia and the Federal Peniten-tiary Service is a multifactorial and multidimensional phenomenon, within which many components must be taken into account. |
