In order to ensure the sustainable development of fishing, the paper analyzed the penalty and discretion benchmarks for fishing with the minimum mesh size, the mesh size system, the confiscation of fishing gear and the problems existing in law enforcement procedures, and proposed to strengthen source governance, refine the range of fines, accelerate the release of the National Marine Fishing Gear Catalog, joint management of the same water area, improve the definition of confiscated fishing gear, and establish a joint fishery law enforcement mechanism. |
