Summary:Job quotas in the public sector have led to the formation of a class of government employees and officers from amongst the « untouchables » (Dalits), who emerged socially from an unprivileged and socially stigmatized section of society. This policy has had a political impact in so far as it is through the political engagement of its beneficiaries that dalits have been able to rise democratically in the past 20 years. Although the anti-quota movement denounces a major threat to merit and to the efficiency of the administration, those who defend them insist on the importance for a subaltern section of society, which is illiterate and dispossessed when it comes to dealing with the official sphere, to benefit from a representation in the administration.  This article deals with the genealogy of this point of view held by those who benefit from quotas, as well as with the way this mobilization of the Dalit elite has started affecting the dalit condition as a whole, especially in Uttar Pradesh where their party has come to power several times since 1995.
