Summary:<p>The aim of this paper is to show the intertwined relations among three distinct communicative networks: informal networks, informative networks, and deliberative networks. In doing so, we focus our interest on the construction effort of a public space that creates a relation of proximity between local government and civil society. The interaction between political and social actors requires dialogue, mutual cooperation, and above all the recognition that the cultural dynamics are crucial to renew institutional and administrative processes. We argue that media can offer valuable contributions for improve our knowledge about the following concepts: social movements, citizenship and deliberation.</p>
