Summary: | The article focuses on an important topic - the study of educational sphere modernization. The aim of the study is to research the methodological bases of regional model of assessing certification quality management of educational sphere, using the methods of philosophical reflection and conceptual modeling. The author allocated two main functions connected with certification: invariant function, which is common to all subjects of the Russian Federation; variation function providing the development priorities of the regional certification system. The paper considers the issue of volume and content ratio of invariant and variable parts. It is concluded that the research of the methodological bases of a regional model of assessing certification quality management in educational sphere is caused by the necessity of forming a unified national system for evaluating the quality management certification of teachers considering the needs and characteristics of the regions. |
