description Violated the issue of regulating EU copyright law in the information society. It was pointed out that the announcement of the era of the informationsociety has prompted the European Community to develop mechanisms that can be applied to protect copyright in digital space.The stages of consideration of the Copyright Directive in the digital single market have been submitted. The Directive on Copyright in the DigitalSingle Market, which was approved by the European Parliament on September 12, 2018, is detailed.Attention is paid to the articles of the Directive on copyright in the digital single market, which have a direct impact on libraries and their users in Europe. It is noted that the European Commission proposes in Article 3 of the EU Member States to allow universities and research institutions (includinglibraries) to perform text and data mining copyrighted content. Stated that Article 5 provides for a mandatory exemption for the entire EU, which allowslibraries to copy works in a way that is suitable for the digital environment. This provision is important for European countries that have no exceptionsfor reproduction of the public domain. It is noted that Article 6 precludes the use of three new exceptions at the same time: processing of text and data;preservation; distance learning. This will not only complicate the work of libraries, but also prevent scientists from using digitized learning materials orTDM.The contents of Articles 7-9, which regulate the use of works that came out of commercial circulation, are disclosed. It is intended to provide librarieswith non-exclusive non-commercial (royalty-free) license agreements for digitization, distributing, making available to the public and access to works.The controversial norms of the Directive on copyright in the digital single market are highlighted: Articles 11 and 13, which introduce changes to thelegislation governing the work of the Internet. Article 11 establishes a special collection charged from websites in favor of publishers of news materialsfor the use of short fragments of the cited text. Article 13 regulates the relationship between copyright holders and internet platforms.Considered as a decision of the European parlementu affect copyright legislation in Ukraine.
