Summary:This study has as its theme the social management in the Territories of Citizenship Program (PTC), through a case study in the Northwest Territory Citizenship Colonial RS (TC-NORC). Comes up with considerations about the dynamic of the performance of the program, in special its Deliberative Collegial, research used the original materials: the power of college configuration (Allebrandt, 2002, 2010) autonomy (Tenorio et al., 2010) e the effective of citizenship (Tenorio et al., 2010). In the following results, was exposed the idea of the institutional documents from MDA, besides, being necessary to join strengths to put it effectively in practice, and, this way to develop situations to bring up all this relation for the development of the region. Also, to increase the value of the communication of the program, to prepare individuals to be participant in the definition of strategies, such as, bigger involvement of the segment of the society called by engagement on the PTC, increasing the value of the deliberative citizenship and the process of social management. Finally, this space, where everyone has the right to say something ,without enforcement, still has to be better prepared, once knowing that the citizen can bring all the thoughts from its community, sometimes they have not being heard. It is necessary, to the Territorial Citizenship to be better prepared in the Norwest of the Colonial Territory, the resolution needs to be shared by all the participants through dialog, otherwise the citizen are not going to be motivated to be participant in the program, felling that the public policies are not clean enough.
