Summary: | The focus on the history Ukrainian policy and today’s public policy and realities has been made. Political leadership in conditions of the creation of a democratic system is accompanied by a set of formal and informal structures of the political system.
Different models of the political systems and forms of government have been analyzed in the article according to their ability to provide efficient administrative function of the institute of presidency. The conditions of the stable operation of the institute of presidency have been selected with the aim to find the optimum control system for Ukraine. The stages of development of presidency in Ukraine have been examined on the basis of presidential, mixed and parliamentary form of republic.
A range of contemporary research to redefine political culture and demonstrate the crucial role which leaders play in successfully leadership and to apply the principles of organizational culture to the achievement of their organizational goals had been drawn by the author.
Consequently, the leadership in general has been described as the ability to respect and cooperate with tribal governments and individuals, to delegate, to reflect the values and morals of the tribe, to be accountable, to be knowledgeable, to be consistent and to be a positive role model. The personal characteristics, which are needed by the leader, were honesty, fairness, kindness, energy, creativity, thoughtfulness, strong work ethic.
It has been grounded that the institute of presidency is aware of ethics’ critical necessity in cultural sphere. However, there is still a lot to improve. First, State organizations must understand ethics as a social responsibility, to which it is obligated. No matter how, it is unacceptable to hurt others for personal gains.
Ethics will find its proper place only in state organizations, which consider its importance by creating relative connections that work good for everyone. Finally, the best state organizations will seize the opportunity to shape the future by influencing culture through the institutionalization of ethical values. As a result, creating a values-based culture within the state organizations, society can be improved by positive influences that perpetuate outside the state organizations. |
