Summary:The research studies the methodology for assessing the resources of the territory for the development of tourism. The paper deals with the specifics of functioning of the tourism industry, particularly the resources needed to create a tourism product. The intensive development of regional tourism in the Russian Federation requires a comprehensive assessment of all available resources (climatic, historical, cultural and socio-economic). Theoretical positions and methodical approaches to the estimation of tourist resources are studied. Methodological issues of regional resource base are marked and the need for improved methods of integrated resource assessment in the context of municipalities is identified. The algorithm of a comprehensive assessment of the territory’s resources for tourism development is suggested. Resource assessment should be carried out by assessing the individual components of the potential resources and the integral value. On the basis of expert evaluation the list of the evaluation criteria for the various types of resources for tourism development is updated. The practical significance of the work lies in providing informational support for planning and strategic and tactical management in the field of territory planning and development of the tourism industry in Russian regions at the municipal level.
