description | During the 19th centurv and up to the end of World War One (1918), parliament represented the backbone of the modern representative svstem. Despite ali the differences in the functioning of certain constitutional systems and their organisation of powers, parliaments have, as elected bodies with representative and legislative functions, greatlv contributed to the integration of state-nation. However, with the emergence of the modern party system and the executive which represents the majoritv party, considerable changes have occurred in the functioning of representative democracy and parliamentarism. The emergence of modern political parties and the rationalisation process of the party system resulted in crucial and devastating effects concerning the real influence of parliament in the constitutional political life of contemporary state and society. The emergence and development of EU constitutionalism poses new challenges in the relations of national institutions of power. The EU has grown on the dominance of its executive bodies and the secondary role of its parliament. In this text, the author discusses the comparative situation and the possibilities of national parliament action in the context of EU constitutionalism. |
