description The question of the "democratic deficit" is nothing new and dates back to the origins of the Community. However, now that democracy, subsidiarity and transparency are the three key words of the recent institutional Community debate, it has taken on greater importance. Thus, it has been pickedup on in theTreaty on European Union and has occupied pride of place in the three European Councils of 1992. Also it has initiated a European Parliament resolution and has been the subject of proposals made by the Commission during the same year.Bearing in mind the priority granted to the Domestic Market in the most immediate community objectives, the importance given over to transparency increases in this field according to what is reflected in the Sutherland report and what follows on from the Commission's answer in this regard.It seems unquestionable that transparency is going to constitute an authentic leitmotifof future community activity, as well as an informing principle of the workings of the Community's institutions.Faced with a process of integration that is perceived as being marked by technocracy, the distancing of national public opinion makes necessary a great effort of explanation and approximation to the citizen with regard to the reality of constructing the Community in order to avoid the perpetual divorce between the electorate and its political leaders.
