Summary:Since the late 2000s, the overnment of State ofRio de Janeiro has "innovated" their public security policy, when created the Police Pacification Units (UPP) . This article intends to dialogue this public policies with the power forms addressed by the French philosopher Michel Foucault, examining if exists a permanent state of exception, presented by the Italian Giorgio Agamben, in support of public safety in Rio's slums. For this purpose, this article is bibliographic and use primary and secondary sources , analyzing the official discourse of the government and the perception of slum dwellers.
