| Summary: | [Purpose/Significance] Comparing the changes of APP privacy policy before and after the implementation of the Personal Information Protection Law can effectively evaluate its impact and limitations, and provide reference for subsequent relevant laws, regulations and policies. [Method/Process] This paper collected the changes in the privacy policy of the top 30 APPs in user activity in the first half of 2021, analyzed whether they were affected by the Personal Information Protection Law, encoded and analyzed the changes affected by the influence by using the coding method of constructivist grounded theory, compared them with the content of the Personal Information Protection Law, and verified the conclusion with the unchanged APP privacy policy. [Result/Conclusion] The research showed that with the implementation of the Personal Information Protection Law, a large number of Apps had revised their privacy policies, significantly increasing the right to copy information, the right to consent to sensitive information, etc., but not all provisions had brought significant impact. Some provisions lacked of coercive force and detailed standards, and had not reflected significant changes in the privacy policy. Accordingly, this paper put forward the optimization strategy and focus of follow-up laws and regulations.
