Financial security of local entities is primarily necessary for their social and economic development and raising standard of living of the population. In the structure of incomes of local budgets for today the key role is played by financial deductions from budgets of higher levels. Without the creation of the own, independent property base, it is impossible to talk about the sustainable and stable development of municipalities. To solve existing problems in this area author gave concrete practical recommendations on legislative improvement of local budgets formation mechanisms. |
