This study aimed to analyze the conceptual and functional framework for talent development according to the human resources development perspective, And emphasizing its role in developing knowledge, skills and capabilities of human talents in the talent management field. The importance of this study is highlighted in the fact that it is one of the first Arab studies that analyzed the conceptual framework and the functional framework for talent development as an essential function of talent management. The study was based on a theoretical and analytical approach to the internationally published talent development literature. The study has proposed a conceptual framework and a functional framework for the development of inclusive and exclusive talent According to the human resources development perspective.
