| Summary: | The article is concerned with studying the stages of formation and development of phenomenon of the «new economy». Interpretation of the concept of «new economy» by foreign and by domestic scholars has been considered, the historical origin of the term of «new economy» has been defined, principles of its formation have been explored. The authors used reports by the World Bank on the level of development of the knowledge-based economy. Two combined index – the Knowledge Economy Index and the Knowledge Index have been provided, together with the accompanying rating of the world countries. The factors, determining the development of innovation process: economic, technological, political, legal, socio-psychological, cultural, organizational, and managerial, have been identified. Problems of establishing the national innovation system in Ukraine have been defined and ways of overcoming them have been suggested. The authors have developed and graphically presented the scheme of the conditions of formation and the regulation levers of the «new economy». |
