The FRFSI was a rare and self-managed fund by each institute in the financial investment in science and technology. This paper analyzed how the FRFSI of Second Institute of Oceanography, Ministry of Natural Resources improved and adjusted funding direction and project funding layout under the national marine science and technology innovation. The objectives were to adapt to the development trend of marine science and to respond the national important strategic needs. |
