| description | For preparing of this article, data, from audionce and managers of scientific periodicals are gathered with an emphasis on results that contribute to greater understanding of external and internal barriers. The primaiy data for this survey includes questionnaires computed by audience and managers in 1999. Qualitative findings are complemented by quantitative data. Data are analysed according to the factor (manpower, editorial board, financial problems, marketing problems, access to references and high expenses) and external factors (research structure, scientific associations, political problems, legal problems, government of the financial support and intellectual support of the government). The results show that internal barriers are more important than external barriers regarding regularity and affectiveness of a scientific journaL Our study shows that financial problems are more important for private publishers than public ones. |
