The research aims to clarify the controls and procedures set by central banks toregulate dealing with electronic payment technologies, within the framework of achieving economic stability in general. At the level of monetary mass, due to the decrease in money circulating outside the banking system, and its rise in the treasury of banks, which leads to the accumulation of its reserves, and that Algeria needs to develop its banking system in the legislative and regulatory aspect.
