description This article examines the negotiation that is developed among the king, the Courts of Castile and Lion and the cities represented in them of 1599 to 1618, about a global reform project of the credit, by the creation of public exchequers (erarios). There is an apparent paradox: the Kingdom procured to make of the accomplishment of this reform one of the conditions of the tax granted to the King, and however, never was agreed to define the concrete conditions of its application. This excludes the explanations that oppose an endowed modern State of the political initiative to local oligarchies that are limited to defensive reactions or, to the contrary, a reactionary government to some municipal elites spokesmen of a reforming project of bourgeois type. Therefore, it is sought to define the maneuver margin of each actor and his political logic studying the own dynamics of the negotiation.
