Summary:The following paper shows the partial results from a search concerning the first Primary Education cycle, which is the period where the structuring and implementation of literacy happens in children, achieving this results by consulting documents, programs and laws that guide this significant portion of learning, once the cycle quoted requires an effective attention of the State in order to overcome the historical feature of illiteracy in Brazil. Thus, the study object has as border the documents further 1996, year where the current Educational Bases and Guidelines Law were approved, dialoguing with the National Curriculum Common Core in process of making since 2015 and the presumable relation with the legislation applied to the Brazilian National Education.
