Localization of hydrocarbon fields on the shelf and continental slope creates very high risks of coastal zone's ecosystems contamination and destabilization of a number of the leading sectors of the economy. This is the reason for establishing clear government requirements for mining companies on the availability and quality of resources to combat oil spills.
