description The instrument studied here is the policy for external evaluation of public schools that has been carried out in Portugal since 2006, under the pressure of the policies of external evaluation resulting from the European Union’s new modes of governance. This research analyses the reception, translation and adaptation of the instrument to the particular context of a school, and the methods of transfer of knowledge over the course of this process. From a theoretical point of view, the study is based on a multilevel approach to public action, with primacy placed on analysis of public policies in relation to political activities within the field of politics and in terms of the concept of skill. The goal has been to carry out a case study by analysing the administration’s documentary databases. This is combined with interviews carried out with the evaluation team, the school principal and four departmental coordinators belonging to her team. The analysis stresses the importance of grasping the processes of collective action from the angle of the interrelationships between the actors taking part in the construction, development and implementation of the instrument. The external evaluation of the schools participating in the formation of new practices of governance favours a policy of regulation based on social sanctions and socialization processes aimed at establishing new and powerful mechanisms for the application of regulations.
