Summary:this article examines the current state of the Colombian National Innovation System (SNCTI) from its general conceptualization, definition of actors, structure, dynamics, and performance indicators. Also includes a description of the changes that have been the same since the law 29 of 1990 which created the National System of Science and Technology (SNCYT) to the law 1286 of 2009, which gives the new framework in which the SNCTI and SNCYT merge, the above plus a description of progress, weaknesses and suggestions for improvements to the system-SNCTI. In this sense, the first part of the article is dedicated to providing a conceptual framework based on the historical development of science-policy relations and its conceptualization in the eighties of the twentieth century, from a Latin American perspective, while the second part of article describes the system, structure, actors, relationships, and its development in the country, revealing their strengths, weaknesses and progress.
