The research defines the statute, its legal nature, issuing process, and legal hierarchy. The researcher concludes that the statute is a set of rules that regulates council's organs, affairs, and the performance of its constitutional oversight and legislation functions. This gives these rules a constitutional nature with regard to its legislative powers and its relation to the executive authority. The researcher also found out that the constitution has entitled the Council to regulate its internal statute, which is lower than that basic law. However, the procedures to amend this statute placed it in a higher rank than other legislative laws. Regarding to the constitutionality of the internal statute, the researcher underpins some unconstitutionality provisions that organize the Council's relationship with the government and the council's legislative function. Therefore, the researcher proposes several amendments to the internal statute to avoid such unconstitutionality. |
