Summary:During the present century, which started more than a decade ago, urban planning is executed in accordance with several requirements, determinants and objectives that have nothing to do with the needs of citizens. The inherited model of organization of the city was basically designed to the objective of finding a solution for the problems derived from Industrial Revolution. These problems consisted, mainly, on health standards. Nevertheless the present state of the art is very different. In this paper we analyse how the changes of any kind produced during the last decades of twentieth century have not been reflected on the current instruments used to organise our territories and cities. This way, it is necessary to change the model on which we have based our actions until this moment.
