| description | The article reviews the main components of administrative reform in the Republic
of Estonia, defined the historical background of the principle of self-government in its
territory and the factors that accelerated the decentralization to the restoration of independence.
Detected the main objectives of the reforms, which include decentralization
of decision-making powers and finance, and delegation of government functions to local
authorities and «third» sector.
Special attention is paid to the organizational changes that were caused by reform
measures, as well as the normative acts that formed the basis of these processes. Actual
research scientists are seen consolidation of local communities. It took place in two stages:
the first stage involved the voluntary association of communities, the second stage
involved the mandatory connection inefficient municipalities. It is possible to take into
account the public interest and to resolve issues that require further attention during
decentralization. |
