Summary:The key factors of the successful functioning of the state are considered on the basis of drawing on the results of research of the British analytical canter of The Legatum Institute, namely: economy, enterprise, management, education, health protection, safety, personal freedoms and social capital. The combined Index of prosperity of countries is analysed from positions of level of economic competitiveness (GDP (PPP) per capita, state of enterprise sphere, efficiency of state administration) and quality of life of population (state of education and health protection, expected life-span, middle salary). The special attention is spared to research of positions of Ukraine in the combined Index of prosperity of countries comparatively with other states, first of all, with the countries-leaders of the world rating, and also by the countries-members of European Union (EU). Modernization of the socio-economic system, that is the state, offers, to carry out in a certain logical sequence and intercommunication of her constituents: glorious traditions – classical learning – front-rank science – powerful industry – developed economy – high quality of life – sustainable development.
