There are the districts that are short of such facilities, especially in rural and suburban areas, because emergency shelters mainly concentrate near large-scale stations and city centres in Japan. Against these backdrops, using geographic information systems (GIS), an applied statistical method and public open data related to population and emergency shelters, the present research aims to quantitatively conduct a suitability analysis for the emergency shelters allocation after an earthquake in Japan. Based on the results, the present research grasps the districts that are short of emergency shelters, and visually shows the places where such facilities should be newly established on the digital map of GIS. Additionally, the assessment method is reproducible in the spatial and temporal dimension. It is necessary to create an original data related to emergency shelters to raise the reliability of the results, as the present research has the limitation of data availability.
