This research aims to determine the result of the analysis of budget realization in assessing the effectiveness and efficiency of performance in Puslitbang Jalan dan Jembatan Kementerian Umum dan Perumahan Rakyat Kota Bandung. The method used in this research is the quantitative method with a descriptive approach. The data are sourced from the Budget Realization Report for the period of 2013 – 2017 as a sample. The analytical technique used is to describe the research variables as well as calculate the effectiveness and efficiency of budget realization. Based on calculation, show the average effectiveness of performance of 103.80%, meaning that the effectiveness of performance Puslitbang Jalan dan Jembatan is said to be very effective. While the average performance efficiency is 94.60%, meaning that the results of the analysis is said to be less efficient. It can be concluded that Puslitbang Jalan dan Jembatan is very effective in obtaining income but less efficient in managing the expenditure.

Penelitian ini bertujuan untuk mengetahui hasil analisis realisasi anggaran dalam menilai efektivitas dan efisiensi kinerja Puslitbang Jalan dan Jembatan Kementerian Umum dan Perumahan Rakyat Kota Bandung. Metode yang digunakan dalam penelitian ini adalah metode kuantitatif dengan pendekatan deskriptif. Data bersumber dari Laporan Realisasi Anggaran periode 2013 – 2017 sebagai sampel. Teknik analisis yang digunakan adalah mendeskripsikan variabel penelitian serta menghitung efektivitas dan efisiensi realisasi anggaran. Berdasarkan hasil perhitungan, menunjukkan rata-rata efektivitas kinerja sebesar 103,80% yang artinya bahwa efektivitas kinerja Puslitbang Jalan dan Jembatan dikatakan sangat efektif. Sedangkan rata-rata efisiensi kinerja yaitu sebesar 94,60% artinya bahwa hasil analisis tersebut dikatakan kurang efisien. Dapat disimpulkan bahwa Puslitbang Jalan dan Jembatan sangat efektif dalam memperoleh pendapatannya tetapi kurang efisien dalam mengelola belanjanya.
