Summary:Vietnam’s substantial economic progress and governmental specific efforts towards education have resulted in better enrollment rates at all levels of education. More and more students are currently looking for opportunities after secondary school, putting the higher education system under strong pressure. Economic sectors required a skilled workforce the education system fails to provide. To cope with this situation, the Vietnamese government undertakes an ambitious reform: granting more autonomy to universities, increasing the number of students and reduce inequalities, encouraging the development of the private sector in order to ease public expenditure. The purpose of this paper is to inform and discuss the key challenges for the government – in terms of governance, access and finance – to achieve the objectives of the reform.
