Summary:The study of administrative affairs in different Islamic eras is a difficult topic due to the lack of information available about it in the sources. This difficulty increases when the study specializes in searching for the first periods of the history of the Islamic Arab country. It is no secret that most of our accredited sources focus on the political side, and administrative issues refer only to an offer. This, of course, does not allow the researcher to obtain any mail easily with information, but rather it must be very accurate in extracting its material through the information scattered in the sources, which is not usually within a regular context. <br />With regard to this research, we find that a large number of sources focus on the issue of the conquests and the battles of liberation waged by the Arab Islamic armies in the Levant, and we pay more attention to the movements of these armies and the victories they achieved over the Byzantines. This is very important for those who want to study the conquest, but the matter differs for those who are interested in administrative issues and social and economic conditions. However, it is not possible to overlook what some sources contain from basic information about the administrative affairs of this early era, especially among them mentioning the history of Khalifa bin Khayyat, the book of Fattuh al-Balad for Baladhari, and the history of the messengers and kings of Muhammad Ibn Jarir al-Tabari. <br />The method that was followed in writing this research depends primarily on extracting administrative information from the main sources, analyzing it and placing it within a modern context that serves the research, with reference to some modern views of the updated writers, in order to reach a picture close to the reality of the administrative system that was prevalent in Bilad al-Sham during the reign of Caliph Umar Ibn Al-Khattab (Rada). The research did not mention the discussion of the conquest and how it was accomplished, due to the large number of what was written about it, and because it does not fit into the core of the current topic. But it was necessary to talk about the military administration of the Levant, and the role of the caliph in guiding the conquest. The research also indicated the administrative divisions of the Levant, the governors, the way in which they were tested, the caliph's policy towards them, and the stability of the Arabs in the Levant, and the foundations according to which this stability was made. The research also included the administrative and financial organizations that followed the conquest, the situation of the people of the country and the extent of their cooperation with the new administration.
