Summary:This article reviews a few experiences of using stakeholders analysis to complement analysis efforts and public policy design. From this approach, the article studies three alternatives to a qualitative approach of stakeholders mapping as a tool for: understanding public problems in complex social environments, formulating public policy with sensitivity to social context, and developing public policy evaluations from a pluralistic approach. This text begins by proposing a theoretical framework from which one can understand the mapping and analysis of stakeholders from a public policy approach; then, it describes the three mapping experiences, and finally presents its conclusions in the form of lessons learned from these cases.
