Summary:Chinese foreign aid has been deployed in Southeast Asia through several hundred projects over the past two decades. To shed light on this phenomenon, it is necessary to understand its contours on the scale of ASEAN in relation to the principles, history and institutions of Chinese development assistance. The various data sources available make it possible to put a figure on the dynamics of the global expansion which, after long years of focus on the African continent, has placed Asia with the Belt and Road Initiative at the forefront of Beijing’s priorities. Using the AidData database for the period 2000-2017, we will show how Southeast Asia, for which traditional donors (Europe, the United States, Japan) remain more generous—however less and less politically significant—, also inscribes its own inequalities, tensions and national episodes in the functioning of this system of cooperation that closely articulates the needs of the Chinese economy and diplomacy to the promises of shared prosperity, largely conveyed by Chinese multinationals.
