description | Practical significance of the article consists in a detailed review of the experience of the innovation system development in Switzerland as a country with the highest result in innovation development, with a focus on the main institutions, stages of development and mechanisms that contribute to the intensification of knowledge exchange, innovation development and strengthening the competitive position of the country in the world market. The analysis of the most important stages of Swiss innovation system formation allowed us to identify its significant features, including targeted policy for the development of human capital associated with the creation of innovations, their dissemination through business networks, leading to increase in R&D activity in enterprises; effective policy in the field of social issues in combination with innovation policy; international openness; financing of various sectoral projects with the provision of freedom of choice of research directions. The experience analyzed in this article may be useful in the search for ways to improve the existing innovation system of Russia in the current economic, political and technological conditions, taking into account that the new National Strategy for Innovative Development from 2020 has not yet been approved. |
