Summary:The essay deals with the active welfare model that, since the Lisbon Summit, has been proposed as a common European social model in principles in order to give orientation to the individuals support policies. The recent draft of the “Charter for a Europe of shared social responsibility” seems to establish new guidelines for strengthening and implementing this model, based on social responsibility and the development of the individual’s capabilities to access to the symbolic, cultural, social and economic resources, and based on the individual’s freedom of choice to benefit from the services. Therefore, it is interesting to consider in parallel the developments of active welfare and future implications resulting from the Charter, in terms of social cohesion, common goods, justice, circular sustainability and deliberative democracy.
