Summary:Since 2013, 22 States together with the European Union have been negotiating a plurilateral agreement on trade in services : the Trade in Services Agreement (TiSA). This agreement aims at strengthening multisectoral liberalization in international trade in services. This article identifies the characteristics of this future agreement, compared to the General Agreement on Trade in Services (GATS). The TiSA offers an alternative to the failure of the multilateral trade negotiations, but it could, however, constitute a step towards a future multilateralization.
