Summary:In the article it is investigated that today the important scientific and practical task that corresponds to the most modern tendencies and tasks of state policy is the analysis of issues in the organizational and legal provision of public administration, the identification of ineffective legal instruments for stimulating development in the country and the presentation of concrete proposals on ways to solve these problems. . The experience of transition economies in reforming the state management of the economy, which is taking place in an unprecedented crisis of management and a significant narrowing of the spectrum of services guaranteed by the state, is researched. It is determined that introduction of quality standards and creation of a quality management system in state authorities will not only increase administrative capacity and provide improvement and strategic development. It is proved that for Ukraine, European integration is primarily related to internal reforms: the adaptation of Ukrainian legislation to EU legislation, the implementation of European values, the reform of institutions, the transition to European standards, procedures and norms. It is grounded that the introduction of quality standards and the establishment of a quality management system in public authorities will not only increase administrative capacity and provide improvement and strategic development, but also ensure: openness of management, public interaction through public consultations; focusing on the consumer, feedback through the study of public opinion when making a management decision or providing public service; prognostic rationale and prediction of the consequences of making managerial decisions; process approach, when the process is analyzed and adjusted, and not the defects of the final product are fixed; the level of organization of public administration will increase, and the efficiency and effectiveness of public authorities will increase accordingly; increasing the role and administrative capacity of local self-government bodies, and hence the possibility of delegation of authority (decentralization); involving all employees and stakeholders in the organization's activities, enabling the team to work and move along a common direction of development, rather than rushing apart.
