Summary:The Constitution of 1988 represents a milestone in the history of Brazilian democracy, once instituted several mechanisms for popular participation in decision making processes of government. The main objective of this paper is to analyze how this environment affects the performance of political separatist state. For this, rescues the historical process that shaped the current political clippings in Brazil, focusing the analysis on the last two units deployed: Mato Grosso do Sul and Tocantins. Despite graduating in a different political environment than currently witnessed in political activity in these two states, compared with the political landscape in which Carajás and Tapajós were involved, may point the way to better understand this topic. The comparative results show that the democratic regime imposed obstacles so that a new unit was created, and the leaders who advocate emancipation should act as negotiators, especially the political dialogue with the affected state itself. Finally, the separatist forces should develop new ways of working, incorporating strategies in which the federalism regime requires, such as trading between political leaders and local representatives, especially those hosted in the state capital.
