The use of non-reimbursable pre-accession funds had in view the real absorption capacity of Romanian agriculture, a capacity that depends on the fulfillment of criteria regarding the economic size of the enterprise, the size of the holding, the degree of land marger and, last but not least, the level of competitiveness. |
