Summary:In third world countries, the existence of some undesirable disparities such as regional disparity due to different causes makes problems in their development process.  This disparity in rural areas is more sever than other regions. Therefore the first step for planning particularly in rural planning is the correct and proper understanding of the current situation of rural areas. This research, with respect to this subject and for planning urban development   has been conducted in Yazd province. The research is of applied – developing type and the required information has been collected by documentary studies and by using factor analytical method, the situation of 51 rural areas in Yazd province have been studied based on the infrastructural, cultural, educational, economical and demographic indexes. The number of 39 variables which summarized in 5 factors and then the development level of rural area have been determined. Finally by using geographical information system, the required map for analyzing these levels in the studied villages has been prepared. Statistical society of this research based on the last political divisions of 2006 is rural districts in Yazd province. The findings of this research showed that there exist development disparities between rural areas in Yazd province, so that 80.4 percent of rural districts are classified in 8, 7, 6 and 9 groups. Only 19.6 percent of rural districts are classified in the first five groups. Among the rural districts in Yazd province, Shirkoh, Meyankoh and Fajr have the highest  level of development and classified  in group one, Dastgerdan, Faragheh, Mehrabad, Bahadoran, Esfandar and Chelgeh are at the lowest rank of development and are placed at group 9.
